Forgiveness and amends often travel near each other, but they are not the same thing.
An amends belongs to the person acknowledging a mistake and addressing the harm. Forgiveness belongs to the person who lived through it. Step Nine does not combine those two decisions into one package.
This can be difficult because many of us want proof that the past has been settled. Forgiveness can feel like a stamped receipt saying the account is closed. But another person may not be ready, willing, or interested in providing that receipt.
The meaning of an amends does not disappear because forgiveness does not arrive. The Step describes responsibility without requiring the other person to participate in our recovery.
