“Except” may be the smallest safety gate in the Twelve Steps.
Without that word, Step Nine could sound like a command to tell everybody everything immediately. “Except” interrupts that idea. It announces that some situations require more thought because an amends can affect more than the person making it.
That matters because confession can bring relief to the speaker while creating fresh pain for the listener. Emptying our backpack onto someone else’s kitchen table may make our shoulders feel better, but now the mess is sitting in their house.
The exception does not erase responsibility. It shows that repair and relief are not always the same thing. Step Nine is concerned with the effect of the amends, not only the intention behind it.
